I have several students who have seen my karambit and are very interested in it. They only train in the Parker system, so I am not sure when or how I should introduce the karambit to them. For instance, the karambit set is a part of the 4th Black test, but can the basics and techniques be introduced earlier? I am wondering when is the best time to teach the karambit to American Kenpo students.

The Karambit can be learned at any time. However, I would suggest extreme caution in practice. The weapons are very sharp and pointed, and accidents will happen. Make sure that they use the manual so that consistent training is being applied. As they progress in to the Borwn Belts, they will feel the Kenpo Karambit is 'second nature' with their movements.
